Gov’t plans $8b max-security prison

“I have no issue with Jamaica investing in a modern maximum-security correctional facility, because our correctional system clearly needs serious upgrading. But an $8-billion price tag demands transparency, accountability and value for money. Building a new prison alone will not fix the problems within the system. We also need better rehabilitation programmes, mental health support, skills training, proper staffing, stronger security, and a serious focus on preparing inmates to successfully reintegrate into society. A prison should not simply be a place to lock people away. It should also be a place where those who can be rehabilitated are given a genuine opportunity to change. And, before taxpayers spend $8 billion, the Government must clearly explain how the money will be spent, why this site and design were chosen, and what safeguards will prevent waste, corruption and cost overruns. Security is important, but so is rehabilitation, and Jamaican taxpayers deserve both.” - Jahein Black

“Why not invest that money in building at least one or two manufacturing facilities that we can use to produce more goods for export, and implement a rehabilitation programme for those who are already in prison to work in these factories, including law-abiding citizens who need a job? What’s the sense in spending so much money to build a facility while taxpayers fund those who will go there for whatever reasons? Yet, decisions are being made to merge and close schools. How does that make sense? So their intention is to lock people away instead of providing better opportunities? Yes, I know we have some people who we need to remove from our society but, if we create opportunities, people will have options.
