Former UK Home Secretary to apologize

Former British Home Secretary Jacqui Smith has been told to apologize in the House of Commons for breaching expenses rules.
A standards inquiry had found that she had designated her sister\'s house in London, which she shares, as her main home and then claimed allowances on her family home.
Ms Smith, who is expected to apologize to Members of Parliament will not have to repay the money she had claimed.
The six-month inquiry said under previous rules Ms Smith had been required to designate her London residence as her main home when she became a minister in July 1999.
However officials say those rules changed in 2004.
