Managing Jamaica’s water wisely

THE EDITOR, Madam:
Jamaica has long been known as the “Land of Wood and Water”. The description reflects the island’s lush forests, numerous rivers, springs, and waterfalls.
The country is blessed with significant natural water resources, including more than 100 rivers, countless springs, and underground water sources. Yet, in recent years, Jamaicans have increasingly experienced recurring water shortages, particularly during prolonged dry periods.
Over the past decade, drought conditions, climate variability, and strong El Niño events have contributed to serious water challenges. The National Water Commission (NWC) has repeatedly introduced water lock-offs, restrictions, and trucking programmes to communities affected by shortages. While these measures may be necessary during emergencies, the bigger question is whether enough is being done to prevent the same crisis from returning year after year.
Have successive governments implemented long-term solutions to address Jamaica’s recurring water problems, or have we become too accustomed to managing each crisis as it arises?
Water restrictions may temporarily reduce consumption, but they do not create new supplies. Likewise, trucking water to affected communities provides immediate relief but remains an emergency response rather than a permanent solution.
WATER HARVESTING
Perhaps Jamaica needs to place greater emphasis on water harvesting and storage. Why are we not investing more aggressively in rainwater-harvesting systems, community catchment tanks, reservoirs, and other storage facilities? Why not develop additional reservoirs in drought-prone areas to capture more of the rainfall that currently flows unused into the sea?
Rather than relying heavily on transferring water across parishes, Jamaica could expand decentralised storage systems that allow communities to capture and retain water locally.
Climate change is real, and although Jamaica cannot control rainfall patterns, droughts, or El Niño events, these realities make long-term planning even more important.
Water security should be treated as a matter of national infrastructure and economic resilience. More rainwater harvesting, additional storage facilities, better maintenance of existing infrastructure, watershed protection, responsible groundwater management, reduced leakage, efficient agricultural irrigation, and stronger long-term planning are essential.
The goal should not simply be to survive the next dry season. It should be to build a Jamaica resilient enough that the next drought does not become a national crisis.
